自2007年起师范生免费政策实施以来总体落实情况较好,从招生、培养、就业诸方面都在积极探索,同时也存在免费师范生对教师职业认可度不高,到农村学校任教的比例非常低等问题。为此建议未来适当扩大政策覆盖面,向有强烈参与意愿的地方师范大学倾斜,并且以中央财政为主大力支持地方师范大学的师范生免费教育。另外,在下一步以提高培养质量为核心、完善师范生免费教育政策的推进中,要注意明确培养目标,找准切入点加强招生工作的研究与改革,改革教师教育人才培养模式,积极深入开展多元化就业研究,服务地方基础教育。

Since 2007 when the free normal education policy implemented, it has been generally well performed. On one hand, it is striving to explore in enrollment, cultivation, employment and other aspects. On the other hand, some prominent problems still exist. For example, few normal university students hold a positive attitude toward teaching career, and would teach in schools of rural areas. Hence the free education policy for normal university students is supposed to be extended in order to cover local normal universities, where there are more students who are willing to be devoted in education for rural areas. Public finance should give priority to support the free education for normal students in local normal universities. Besides, in the following procedures that are focused on improving the training quality and perfecting free normal education and policy, we should clear training objective and correctly find the breakthrough point, strengthen the research on enrollment, reform the training mode of teacher education, and deeply study all - round ways of employment, with an aim to help local elementary education.
