The upper and lower bounds for the spectral norms of the permutation factor circulant matrices A=Percirc P(F_0^(k,h),F_1^(k,h),***,F_n-1^(k,h) and B=Percirc P(L_0^(k,h),L_1^(k,h),***,L_n-1^(k,h) are given. In addition, some bounds for the spectral norms of Hadamard and Kronecker products of these matrices are obtained.
