通过对矿山开发利用情况进行抽样调查，从矿山开采与环境管理的角度出发，利用SPSS统计软件进行数据分析，提出了矿山开采与矿山环境管理问题的整治意见．根据可持续发展理念要把生态环境整治作为国土资源和环境保护管理工作的重点，提出了在矿山开采与矿山环境管理中要建立健全矿山开采前的评估机制，严格执行“三同时”制度，加强监管力度，实行矿山开采中和闭坑后的检查验收机制，保护矿山生态环境，使矿业生产与环境保护同步规划、同步实施和同步发展．

This paper is to propose the suggestion on coal mining and protecting the mine environment from the perspective of the mine development and environment protection with the help of the software SPSS. Under the sustainable development theory, we should focus on the environment protection and put up with the idea of completing the pre-mining evaluation system. Also we should strictly work on the "three simultaneous" system and strengthen the supervision at the same time. More importantly, inspection dur- ing the mining and after the mining should be on schedule in order to protect the environment and ensure that the planning, realizing and developing process of mining and environment protection can be developed at the same time.
