对于现今很多河流综合治理项目，尤其是河流穿过城市建成区或者近郊发展区的，河流的综合治理项目往往都是水利工程与景观工程共同推进。两者某些方面是互相渗透甚至是相互依存的，可以说水利工程是项目的基础，景观工程是项目的上层建筑，两者不可偏废。只有共同发挥作用，才能带动生态效益、经济效益和广泛的社会效益。
