采用某学院全体教师2003—2010年论文发表数量的Panel观测数据,运用最小二乘法,对教师发表的期刊论文数量进行时间趋势分析。结果显示,教师的论文发表数量在政策的激励下随时间而显著增长;且随着政策激励的逐渐转向,高档次期刊论文数量的增长更具持续性。研究结果表明,单位内部的科研政策对本单位的创新活动具有强烈的引导和调控作用。

Based on the panel date from one school during 2003--2010, the time trend of the number of the teachers' articles published in journals was analyzed using the Ieast square method. The results showed that the number of articles was growing observably with time under the incentive policies, and the number of high-grade papers was increased more sustainably with the gradual shift of the policies. It was concluded that the inter- nal research policies within an organization have a great effects to guide and regulate the innovative activities of its staffs.
