近年来，由于保定市降水偏少，用水量增加，以及水污染等方面的原因，致使市区严重缺水，地下水环境恶化，白洋淀湿地面积萎缩，出现了“有河皆干，有水皆污”的局面。为进一步改善保定地区水环境，保定市开始实施大水系建设。从建设背景入手，回顾保定市大水系建设的实践历程，思考和总结其中的经验教训，对于今后的水系建设和城市发展具有一定的借鉴意义。
근년래，유우보정시강수편소，용수량증가，이급수오염등방면적원인，치사시구엄중결수，지하수배경악화，백양정습지면적위축，출현료“유하개간，유수개오”적국면。위진일보개선보정지구수배경，보정시개시실시대수계건설。종건설배경입수，회고보정시대수계건설적실천역정，사고화총결기중적경험교훈，대우금후적수계건설화성시발전구유일정적차감의의。
Due to the less rainfall, increased water consumption and water pollution and others in recent years in Baoding City, resulting in serious water shortage, water environment deterioration, wetland area shrinking in Baiyangdian, appeared the situation of dried river and dirty water.In order to further improve the water environment in Baoding City, the major river system construction was carried out.From the construction background, the practice process of water system construction was reviewed in Baoding City , some experiences were summarized , which had a certain reference for the future of water system construction and city development.
