“人民团体”是公民社会中结社活动的产物，是我国社团的重要组成部分。当前所使用的“人民团体”概念，存在着多重界定，涵义与指代范畴不明确。本文在梳理民国和新中国成立后社团管理文献的基础上，辨析“人民团体”的指代范畴，揭示了民国时期与当前所指“人民团体”的不同，阐述了“人民团体”的主要特点，并说明了中国科协与其他人民团体的不同之处。

People's orgamzatlons are utc t~ ,, important part of social organizations in China. The concept of "people's organizations that currently in use has multiple defination and unclear meaning. This paper based on combing the community management litera- ture in the period of the tkepublic of China and after the founding of New China, analyzed the category of revealed the difference of the meaning of "people's organizations" between "people' s orgamzataons refer to, the period of the Republic of China and the present age, discussed the main features of "people's organiza- tions", illustrated the difference of the China Association for Science and Technology and other people's organi- zations.
