将动物福利理念渗透到相关动物保护的法律法规中,以更充分的保护动物的做法,已为世界大多数国家立法所吸纳。通过对外国动物福利立法实践的考察,分析了我国动物福利立法的现状、问题及原因,并对我国动物福利立法的宗旨、原则、保护对象和制度内容的选择提出了建议。

In order to protect animal adequately,most of countries penetrate the concept of animal welfare to animal protection laws and regulations by legislation.After the inspection of foreign animal welfare legislation practice,we analyze the status,problems and reasons of Chinese animal welfare legislation,then make recommendations in the selection of purposes,principles,object of protection and system content.
