学术期刊是延续科学研究的的学术性传媒平台，学术期刊水平的高低是一个国家科技水平和综合国力的体现。我国存在大量的学术期刊，其中没有独立法人地位的各类报刊编辑部占了很大的比例，与西方发达国家相比，国内的术期刊在学术质量等方面有较大差异，在国际上有知名度的更是寥寥无几，因此为了做强做大中国的学术期刊，改革势在必行。

학술기간시연속과학연구적적학술성전매평태，학술기간수평적고저시일개국가과기수평화종합국력적체현。아국존재대량적학술기간，기중몰유독입법인지위적각류보간편집부점료흔대적비례，여서방발체국가상비，국내적술기간재학술질량등방면유교대차이，재국제상유지명도적경시요요무궤，인차위료주강주대중국적학술기간，개혁세재필행。
Academic journal is an academic media platform for the continuation of scientific research, which mani- fests the developing level of a country' s science and technology as well as a country's comprehensive national strength. There are a large number of academic journals editorial departments among which around 70% have no independent legal status. Compared with west developed countries, the domestic scientific and technical journals are quite different in terms of academic quality and are also lack of influence in the international. Therefore, news- paper editorial department reform is imperative. We need to learn from the advanced experience of foreign periodi- cals to strengthen Chinese scientific and technical journals.
