中国国际收支双顺差现象的长期存在给中国经济带来了极大的影响，双顺差问题亟待解决，文章通过对双顺差现象分析发现：过高的储蓄率、出口鼓励政策、中国贸易中出口加工贸易的支配地位是中国经常项目顺差的主要原因；吸引外资的优惠政策、对于引资的不合理利用、全球过剩流动性的输入是中国资本项目顺差的主要原因。建议降低高储蓄，促进内需、调整出口导向战略、外汇储备“走出去”、健全利用外资和加工贸易的相关政策、深化人民币汇率改革。

The long time double favorable balance of international payments seriously infects China economy. This problem must be solved. According to our analysis, the main sources for such a double favorable balance of international payments in Chinese current account are: the saving ratio is too high; the policy of export bounty; the import restriction of Chinese goods imposed by developed countries, and the export products are mainly of export processing one. The preferential policy for attracting foreign investment, the unreasonable use of foreign investment, the import of surplus of glob- al capital are themain reasons for China double favorable balance in capital. In order to overcome the negative effects mentioned above, we propose some methods, such as, to reduce the sawng ralio, to strengthen domestic market, to adjudge the export-guide strategy, the going-out of foreign exchange reserves, the reasonable use of foreign capital, and the improvement of export processing policy etc.
