智能变电站的继电保护二次回路由直观具象的二次接线转变为不直观的抽象网络数据流,其继电保护检修作业安全风险与常规变电站有较大差异,制定风险管控策略时必须考虑智能变电站的检修机制。基于专家调查法辨识智能变电站继电保护检修作业的安全风险,采用百分制作业风险评估法对辨识出的安全风险进行评估、评价,提出相应的安全风险管控措施,并基于班组安全承载力分析选择符合安全风险等级的继电保护检修班组。通过220 kV云会变继电保护检修工作验证了该智能变电站继电保护检修作业安全风险管控策略的有效性和可靠性。

The intuitive secondary circuits of relay protection are changed into abstract data streams in smart substation. Therefore, the safety risk of relay protection maintenance activity in smart substation has great difference from that in traditional substation. Maintenance mechanism should be considered when making the safety risk control scheme. The safety risks of relay protection maintenance activity were identified by the expert investigation method, assessed and evaluated by the centesimal likelihood exposure consequence (LEC) risk assessment method. Based on the safety bearing capacity analysis, maintenance team was chosen to meet the requirement of safety risk level. Safety risk control scheme of relay protection maintenance activity in smart substation was proposed and proved by the relay protection maintenance activity in 220 kV Yunhui substation.
