社会管理需要公众参与。十八大报告中再次提出加强基层社会管理和服务体系建设，充分发挥群众参与社会管理的基础作用的要求。但由于参与形式的单一性和参与程序的复杂性，公众参与社会管理一直处于较为薄弱的阶段。新媒体在社会管理中既是政府的“帮手”，又是公众的“抓手”，新媒体视角下探索公众参与社会管理的可行性路径对于促进社会管理的良性发展具有重要意义。

The Report of the 18 th National Congress of the Communist Party of China pointed out “to strengthen the construc-tion of social management and service system in the grassroots , to reinforce community-serving functions both in urban and rural areas, to underscore the responsibility of enterprises , institutions and people ’ s groups in social management and service , to guide the orderly development of social organizations and to give full play to the foundational role of public participating in social manage -ment.” Owing to the unicity of the participating form and the complexity of the procedures , public participating social management has remained weak and based on the definition of new media , the article explored the problems in public participating social man-agement , and objectively oriented the role of new media in social management , analyzed the relationship between the new media and government and public and seek the feasible path to promote public participating in social management under the guidance of new media .
