灾难教育是预防和减轻灾难的关键环节,灾难教育立法贯彻实是灾难教育施的法律保障。与我国同样为灾难频发国的日本,已经探索出了一条日臻成熟的灾难教育立法道路。日本灾难教育立法实践经验给我国的主要启示是：树立灾难教育法制理念、强化灾难教育立法意识;健全灾难教育立法体系、形塑灾难教育的规范性;严格立法技术、提高灾难教育立法的可操作性;规范立法程序、协调灾难教育立法层次。
