Financial management of small and medium enterprises exists the following problems ： Non - standard basic work of accounting, low level of financial management, difficult financing, poor risk -resistant ability, weak investment capacity, unscientific investment decision - making. The problems can be solved from the perspectives of external busi- ness environment and the enterprises themselves.
