Integraing with the specific conditions of the world and our country, and based on his careful studies on human society and the theory of primary stage of socialism, Jiang Zemin confirms the guiding position of Deng Xiaoping The- ory and the important thought of Three Represents, formulates the basic program for the primary stage of socialism, and ad- vances the grand goal for the first two decades of this century, which help solve the problems concerning what banner to be held and which road to take in the new period. This is significant to ensure that the reform and opening up and socialist modernization are further promoted smoothly.
