依据主观或客观以及主客观组合原则确定权重存在局限性,为提高综合评价的科学性,研究并提出了一种兼顾主客观因素的集成赋权方法。该方法以决策者提出的主观权重和客观权重作为标准,以集成权重与主客观权重偏差最小为目标,基于矩估计理论建立赋权的最优组合模型,通过求解模型的最优解以确定指标的最优组合权重。在此基础上,结合灰色关联度,提出了基于最优组合权重的电能质量灰色综合评价方法。利用该评价方法对某地区电网10kV母线电能质量进行评价,结果不仅验证了所提出的权重集成赋值方法的合理性,也验证了所研究电能质量灰色综合评估方法的有效性。

According to the limitless of weighting according to the subjective principle or the objective principle and their combination, and to make the comprehensive evaluation more scientific, an integrated weighting method taking into account both the objective and subjective influencing factors is studied and presented. This method takes the decision-maker' s subjective weights and objective weights as the standard, and the minimum sum between the integration weights and subjective and objective weights as the object. With the optimal combination model created on the moment estimation theory, the optimal combination weights can be arrived at by finding the best solution of the optimal combination model. On this basis, by referring to the grey relational degree, the grey comprehensive evaluation method of power quality based on the optimal combination weights is developed. The power quality of 10 kV buses in the regional power grid is evaluated with the grey comprehensive evaluation method. The evaluation results not only verify the reasonability of the proposed integrated weight method, but also show the validity of the grey comprehensive evaluation method for power quality.
