通过赫芬达尔指数的测算方法得出反映中国电信市场结构集中度的 HII指标，并用DEA-CE模型测算出中国电信市场的纯技术效率、配置效率、规模效率、综合规模技术效率和经济效率，运用格兰杰因果检验分析中国电信业市场结构演变与效率变动的长期均衡影响关系。研究结论表明，高的市场集中度对纯技术效率的提升具有正向的影响作用；配置效率与市场集中度具有双向的互动因果关系。由于配置效率与纯技术效率及规模效率对解释变量存在着非同步性变动，因而市场结构变动对经济效率的影响不能得到明确的结论。

The HII index concentration is calculated by the Herfindahl index to reflect the market structure of China Telecom.A DEA-CE model is used to measure pure technical efficiency,alloc-ative efficiency,scale efficiency,comprehensive scale technical efficiency and economic efficiency in the Chinese telecom market.The evolution of China’s telecommunications market structure and efficiency effects of changes in long-run equilibrium relationship is analyzed by using the Granger causality test.Conclusions are reached as following:a high degree of market concentra-tion has a positive influence to enhance the role on the pure technical efficiency and allocative effi-ciency or market concentration has a two-way interactive causality.Due to non-synchronous chan-ges between allocation efficiency and pure technical efficiency,scale efficiency and the explanatory variables,it is hard to draw any conclusion on the effect of changes in market structure on eco-nomic efficiency.
