根据矩估计法理论将主观赋权法和客观赋权法相结合，构建了考虑主、客观影响的电网网架的组合赋权方法和综合评价方法。从电网的技术性、安全性和经济性出发，形成了电网结构的评价指标体系。基于综合评价方法和电网网架评价指标，提出了一种电网网架结构的综合评价模型。算例表明，该模型既能有效反映决策者的主观意愿，又可以将客观数据之间的统计反映在权重中，使得赋权的结果公正，评价指标体系和评价方法合理，并具有良好的可操作性。

According to the theory of moment estimation,combining the subjective and objective weighting method,a combination weighting method and comprehensive evaluation method are constructed.Considering the grid technical,security and economy,a grid evaluation system is built.Based on comprehensive evaluation method and indicator system,a comprehensive evaluation model of power grid is built.The example shows the model not only reflect the subjective will,but also reflect the objective data,making the evaluation results are more reasonable,having good operability.
