循环农业技术进步是发展循环农业的重要条件。根据循环农业发展的“3R”原则，构建了湖南省循环农业技术发展评价指标体系和计量模型，对湖南省循环农业技术的发展进程进行测算和综合评价。结果表明，湖南省循环农业技术的发展尚处于起步阶段的末期，很快就能进入循环农业技术的初级阶段。当前湖南省循环农业技术发展的制约因素主要是技术水平低，其次是社会发展水平较低。今后应进一步加大力度研发与推广减量化技术、再利用技术、资源化技术和系统化技术；并且要加强社会发展的进程，加大社会大环境对循环农业技术进步的支撑与推动作用。
循環農業技術進步是髮展循環農業的重要條件。根據循環農業髮展的“3R”原則，構建瞭湖南省循環農業技術髮展評價指標體繫和計量模型，對湖南省循環農業技術的髮展進程進行測算和綜閤評價。結果錶明，湖南省循環農業技術的髮展尚處于起步階段的末期，很快就能進入循環農業技術的初級階段。噹前湖南省循環農業技術髮展的製約因素主要是技術水平低，其次是社會髮展水平較低。今後應進一步加大力度研髮與推廣減量化技術、再利用技術、資源化技術和繫統化技術；併且要加彊社會髮展的進程，加大社會大環境對循環農業技術進步的支撐與推動作用。

The technological development is an essential prerequisite for the development of recyclable agriculture. According to the “3R” principles, the evaluation index system and measurement model for evaluating the technological development of Hunan’s recyclable agriculture were established. The result showed that Hunan’s recylable agricultural technology was at the end of the preliminary stage, and would step into the prime development time. The hindrances to the development were mainly belonging to low level of technological and social development. Agricultural research should be further enhanced. Re-duction technology, recycling technology, technology for resource utilization, and systematic technology should be popularized in future. Moreover, social development as a huge backup and driving force for recylable agricultural development should be emphasized.
