为了探讨城市地下空间规划研究中的完整法定体系,解决编制实践中存在的问题,从对城市地下空间系统内在功能耦合机制的认识出发,提出了功能耦合规划思想理论,确定了将方案中城市系统的整体功能耦合作为规划核心目标;针对规划编制研究的实际需求,设计了包括资源评估、规模规划、布局规划和方案评价4个方面为主要内容的规划基本流程及其技术方法体系,制定了包含总规、控规和修详3个层次规划的城市地下空间规划体系,明确了各层次城市地下空间规划与各类其他城市规划的相互关系以及在城市规划体系中的定位,并建立了各层次城市地下空间规划的内容框架,初步构建了一个层级完整的城市地下空间规划体系。

To explore the integrated legal system for the urban underground space planning and solve the problems in the plan making, the function coupling ideological theory was advanced and the function coupling of the whole ur-ban system in scheme as core planning objective was made, based on the cognition for the function coupling mecha-nism of the internal urban underground space system. In view of the actual requirements of plan making and re-search, the planning fundamental procedure and its technique method system were designed including four main substances such as resource estimate, scale planning, allocation plan and scheme evaluation. The urban under-ground space planning system was constituted containing general plan, control detailed plan and constructive de-tailed plan. The relationships between the urban underground space plan and the other kinds of urban plan were de-fined, and each hierarchical urban underground space plan was positioned in urban planning system. The main content frames for each hierarchical underground space plan were established. So an integrated hierarchy system for urban underground space planning is preliminarily structured.
