　　目的：分析我国县级公立医院经济运行现状，探索符合我国实际且切实可行的经济补偿模式。方法：运用定量分析法，应用2007-2011年全国卫生财务年报资料进行描述和对比研究；运用定性分析法，对所调研医院以及本地区的“发改”、财政、卫生以及医保等机构负责人进行半结构式访谈。结果：县级公立医院收益能力不足，运营成本高，补偿政策尚不完善，经济运行较为困难。结论：完善县级公立医院自主化管理，财政投入实施分类管理，综合协调财政、物价、医保和药品等多部门经济政策。
　　목적：분석아국현급공립의원경제운행현상，탐색부합아국실제차절실가행적경제보상모식。방법：운용정량분석법，응용2007-2011년전국위생재무년보자료진행묘술화대비연구；운용정성분석법，대소조연의원이급본지구적“발개”、재정、위생이급의보등궤구부책인진행반결구식방담。결과：현급공립의원수익능력불족，운영성본고，보상정책상불완선，경제운행교위곤난。결론：완선현급공립의원자주화관리，재정투입실시분류관리，종합협조재정、물개、의보화약품등다부문경제정책。
Objective: To analyze the current economic operation situation of Chinese public county hospitals and explore the suitable and feasible compensation mode. Methods:Use quantitative analysis and apply comparision analysis in national health financial report from 2007 to 2011; use qualitative analysis to interview the persons in charge from research hospitals and departments of development and reform, finance, health, medical insurance and others. Results: The earning capacity of public county hospitals is weak and the operating cost is high, the compensation policies need to be improved, and the economic operation of public county hospitals is difficult. Conclusion:Public county hospitals need improved autonomous management and classified management of financial input. The economic policies from departments of finance, commodity price, medical insurance and others need to be coordinated.
