房地产统一登记制度的建立对于提高登记效率、维护权利人合法权益、提高房地产管理水平等具有重要意义。自2008年9月1日起,天津市在国有土地范围实现了网上办理房地统一登记和两证合一。2013年3月国务院机构改革和职能转变方案指出,房屋、林地、草原、土地的登记职责将整合由一个部门承担,国家将出台不动产登记条例。面对新形势,本文对天津市房地产统一登记制度建设取得的经验和存在的问题进行了归纳总结;按照“城乡发展一体化”的思路设计了天津市城乡房地产统一登记制度的基本架构,一是完善城乡房地产统一登记制度体系;二是实施城乡房地产统一调查制度;三是建立城乡房地产电子登记系统;四是建立城乡房地产登记信息公开查询制度;五是建立城乡房地产登记代理服务制度;六是建立城乡房地产登记损害赔偿制度。

The establishment of real estate unified registration system contributes to improve registration efficiency,protect owners’legal rights,raise the management level of real estate,and so on. Since September 1 of 2008,Tianjin achieved the unified registration of land and housing on the network system and the combination of state-owned land certificate and building ownership certificate within the state-owned land. According to the cabinet reshuffle plan of the State Council that was issued in March of 2013,house registration,forestry land registration,grassland registration and land registration will be integrated by government and government will issue regulation on real estate registration. Facing the new situation,this article summarizes the experience and analyzes the shortage about real estate registration system construction of Tianjin. According to the thought of integrating urban and rural development,this article provides scheme for the basic frame of Tianjin urban and rural real estate unified registration system. Firstly,urban and rural real estate unified registration system should be improved. Secondly,urban and rural real estate unified survey system should be carried out. Thirdly,the establishment of urban and rural real estate electronic registration system should be established. Fourth,the public inquiring system of urban and rural real estate registration information should be built. Fifth,the establishment of agency services system of urban and rural real estate registration should be implemented. Sixth,compensation system for damages caused by urban and rural real estate registration should be established.
