林权制度改革，创新了集体林的发展机制，盘活了森林资源，为广大林农发展林下经济提供了政策保障。林下经济必须依托林下产业完成。目前，我国各地林下产业发展迅猛，并取得了一定的成效，但在发展过程中仍存在许多问题。针对这一系列问题，提出了“优质、高产、高效、生态、安全”的应对策略，旨在推动林下产业的健康可持续发展。

The forest right system reform innovated the development mechanism of collective forest, enliven the forest resources, and provided policy support for the majority of farmers developing forest economy. Under-forestry economy must rely on the under-forestry industry. At present, the under-forestry industry is developing rapidly, and has obtained certain achievements, but there are still many problems in the process of development. For this series of problems, we put forward the strategy of"high quality, prolific, efficient, ecological, safety"to promote the healthy and sustainable development of under-forest industry.
