本文阐述了国外宽带总体发展情况，分析了国外监管机构在提升宽带用户感知方面所采取的主要措施，并以美国和新加坡为例，分析了其宽带用户感知现状。同时研究了国外运营商在宽带业务提供方面的主要做法，从而为国内运营商提高宽带服务质量，提升宽带用户感知水平提出几点建议。

This paper states the development of over-seas broadband access, analyzes the main measures taken by regulatory agencies to promote broadband user perception, and takes the examples of the United States and Singapore to analyze the current situation of their broadband user perception. Meanwhile, this paper studies overseas telecom operators' major prac-tices in broadband service, in order to put forward some suggestions to improve the quality of broadband services and enhance the level of broadband user per-ception for domestic telecom operators.
