21世纪是海洋世纪。随着我国工业化、城市化进程的加快，陆域发展的资源环境约束条件日趋严峻，依托强大的海洋工程装备产业，有效开发和保护海洋空间必将成为中国加快发展海洋经济的必然选择。上海加快海洋工程装备产业发展，要向产业价值链高端迈进，瞄准国际海洋工程技术研发的最新进展，以高新科技为抓手向高技术型转型；要制定优惠政策，通过培养、留学、引进等方式，提升海洋工程装备人才队伍的专业素质；要鼓励精英企业参与国际竞争，鼓励精英企业拓展本领域核心装备的国际市场份额，率先引领中国海洋工程装备产业抢占国际制高点。

21st century is an important era of marine.71% of total area of the Earth is water,in which there is a wide range and huge number of natural resources and energy.With the rapid development of industrialization and urbanization in China,the restict limitation of resources and energy on the land has been becoming a bottleneck for many cities to promote economic growth.Marine strategy has been defenitely regarded as one of major national strategies in Western countries and Pacifica-Asian countries.However,efficiently developing marine industry need powerful supports from ocean engineering,which is very pivotal material condition and technical foundation.Recently,more attention has also been concentrated on the development of ocean engineering industry.This paper, based on the systematical analysis of the general trend of ocean engineering equipment's development, puts forward main characteristics and fierce challenges and proposes related measures in order to strengthen the competitiveness of ocean engineering equipment in Shanghai.
