　　通过实地调查研究表明：移民措施有效地遏制草地生态退化的趋势，促进了牧区产业结构的调整，增加了草原牧民享受社会福利的机会，同时其也存在生态补偿机制不尽合理、移民缺乏基本生活保障等问题，建议从完善生态补偿机制、发展当地人民直接受益的产业、改善人民的生存条件、加强禁牧草地监管等几个方面，对移民政策进行完善，确保生态移民工程的顺利进行。

Field investigation results showed that immigration measures effectively restrained the trend of grassland ecological degradation, promoted the adjustment of industrial structure in the pastoral areas , and increased the opportunity of grassland herds-men to enjoy the social welfare.However, there were also some problems in ecological migration , for example, the ecological com-pensation mechanism was not reasonable , and the immigrants were lack of basic life safeguard .In order to ensure the smooth imple-mentation of the ecological migration engineering , the author suggested that the immigration policy should be improved from the fol-low aspects:improving the mechanism for ecological compensation , developing the direct gain industry for local people , improving people’s living conditions, and strengthening the supervision of grazing grassland .
