基于ODI 逆向技术溢出的视角,构建母国吸收能力综合评价模型,运用中国2003-2011年的区域面板数据,从获取能力、同化能力、再创新能力三个分能力细分而成的21个指标测度各区域吸收能力,并分区域考察吸收能力对中国ODI逆向技术溢出的影响程度。研究表明:影响地区吸收能力的主要因素为市场对外开放度和发展水平、产出集聚效应、对外直接投资规模和现有技术能力;东部沿海地区吸收能力最强,西部地区(四川除外)最弱;地区吸收能力是影响ODI逆向技术溢出效应的重要因素,中部地区吸收能力的促进作用显著于东西部地区。

On the basis of the reverse technological spillovers through ODI, this paper constructs the comprehensive evaluation model of home country’s absorption capacity. Then we use 21 relative indicators which are from the three dimensions of absorptive capacity such as acquisition, assimilation and exploitation to measure China’s regional absorptive capacity with the panel data for the period 2003-2011. This study also explores the effect on regional reverse technological spillovers through ODI of absorptive capacity. The empirical result shows that the main factors affecting the absorption capacity are the degree of market opening, the agglomeration effect of output, the development level and openness of technical market and the technical capabilities. And the absorptive capacity of the East Coastal Region is the strongest and that of the West Region except Sichuan is the weakest. Regional absorptive capacity plays an important role in the reverse technological spillovers through ODI, and the improvement of absorptive capacity in the Central Region is significantly higher than that of the Eastern and Western Regions.
