建立满足工程建设需要，与设计系统吻合的施工坐标系统，在已知控制点误差较大或投影变形不能满足工程建设需要时，利用GPS单点定位技术为工程建设服务。

To build the construction coordinate system which can meet the requirements of engineering construction and design system. If the error in the known control points or projection deformation cannot meet the requirements of the engineering construction, GPS single point positioning technique can be used to serve the engineering construction.
