当前,促进义务教育均衡发展,已成为党和国家确立的我国在新的历史时期教育发展的战略方针。而实现义务教育均衡发展的根本问题是农村教育问题,农村教育问题的关键是教师问题。没有一支数量充足和素质优良的农村中小学教师队伍,就谈不上义务教育均衡发展。近年来尽管各级政府将农村中小学教师队伍建设摆在了突出位置,进行了大量的工作和采取了许多行之有效的措施,但从现实和政策评估的角度看,我国农村中小学教师队伍无论是从数量、质量和结构上都满足不了农村义务教育发展的需要,其现状令人堪忧。本文在前人研究的基础上,结合我们的研究经历和调查,就这一问题进行了全面、深入的分析,指出义务教育均衡发展决不能忽视农村中小学教师队伍建设,并就如何加强农村中小学教师队伍建设提出了若干对策建议。

Promoting balanced development of compulsory education is a strategic policy established in the new historical era in China. To achieve this goal, the key issue is to develop rural compulsory education. And for the rural compulsory education, the most important is to promote the quantity and quality of rural teaching staff in primary and secondary schools. In recent years, although governments at all levels have taken many effective measures to solve this problem, the quantity, quality and structure of teaching staff in rural primary and secondary schools could not meet the needs of rural education from the perspective of reality and policy evaluation. On the basis of former researches and our surveys, this paper analyzed this issue completely and deeply, and pointed out that, in order to promote the balanced development of compulsory education, the development of rural teaching staff could not be neglected. It then provided several countermeasures.
