铁路物资的应急调度复杂、涉及因素多,建立快速、安全、有效的应急调度策略是一个关键问题。从道路随机性、响应速度迫切性、救援全面性3方面分析问题,以安全可靠性、时效性、成本性为优化目标,采取专家经验法和模糊排序法选取关键指标,根据最优决策法进行优化求解。通过具体算例验证模型的正确性和算法的有效性。

Emergency material of railway scheduling is a complicated problem which involves many factors. How to set up a fast,safe and effective plan is the key to it. This paper makes an analysis from three aspects: the randomness of road,urgency respond speed and comprehensiveness of rescue as well as three optimized goal:safety,effectiveness and minimized cost. This paper picks key indicators by expert empirical method and fuzzy sorting method,working it out by the optimization method. And also, a practical example is put forward to test the model and algorithm.
