煤矿开采是一个对生产安全要求极高的行业，所以除了日常关于安全生产的培训之外，还要增强员工在生产活动中法律法规的意识。唯一的途径就是企业通过大范围全面开展与安全生产相关的法律法规的普及教育，强制性规范作业人员的各种行为，在安全生产中开辟出一条有“法”可依的新道路。笔者将从目前煤矿企业所设立的法律法规入手，探索如何通过强制手段进一步促进煤矿的安全生产。

The coal industry is one of the production of the high security requirements, so in addition to the daily about production safety training, but also to enhance the awareness of laws and regulations to comply with the staff in the production activities. Education is the only way enterprises through a wide range of comprehensive development of laws and regulations on safety in production, various acts of mandatory norms of operating personnel, safety in production of the subject to open up a new road of "law". The author starts from the laws and regulations established by the coal enterprises, explore how to further promote the safe production of mining work to strengthen enforcement means.
