随着我国国际交往的不断深入和社会经济活动分工的不断细化，外语语种规划也需进一步深化，要求改变现在大学外语教育英语教育“一统天下”的局面。为促进我国小语种教育的发展，需要确立语言能力培养与专业培养相结合的复合型小语种人才培养目标，重视提高我国小语种人才的人文素质教育和培养，加强我国小语种教育软件、硬件建设。
