本文应用绩效管理相关理论,对国内的事业单位绩效管理进行了分析,指出其存在的问题有考核指标欠科学、考核信息不全面、监督体系不完善、不注重绩效反馈、缺乏激励性等。针对这些问题,作者依据PDCA循环(Plan-Do-Check-Action)的科学绩效管理程序,以中国地质调查局的绩效管理试点实践为典型案例,从绩效计划、绩效管理的实施与监控和绩效评价与反馈方面提出了见解,为构建完善的事业单位的绩效管理体系提供依据。

The performance management of the central geological institutions were analyzed in this paper by using performance management theory .Some problems in the performance management were put forward ,such as evaluation index not scientific ,checking information not comprehensive ,the supervision system not perfect ,not pay attention to performance feedback ,and lack of incentive etc ..To solve these problems ,based on the PDCA cycle (Plan-Do-Check-Action) scientific performance management program , taking the performance management of China Geological Survey as a typical case ,put forward some ideas from the aspects of Performance Plan ,performance management implementation and monitoring , Performance evaluation and feedback .These ideas provide basis for constructing Institution perfect performance management system .
