Strengthening legal regulations with regard to the security of mining right market is beneficial to achieve the optimal allocation of mineral resources, safeguard the legitimate rights and interests of mineral resource property owners, and ensure the safe operation of national economy. This paper points out the shortage of legal regulations with regard to the security of mining right market, these include: legal system for mining right protection is incomplete; there is no clear system of classiifed management of mineral resources;government function positioning in mining right market is unscientiifc;coordination mechanism of the examination and approval and certiifcation of mining right is not smooth; mining right market transactions is lack of standardization; as well intermediary service in mining right market is poor. In response to this, this paper suggests that the Law of Mineral Resources and other regulations should be revised;the function orientation of the government in mining right market must be further deifned clearly. Meanwhile, the release mechanism for examination and approval of mining right must be coordinated;and the primary and secondary market trading should be standardized. But not only that, we must strengthen the construction of intermediary organizations in the mining right market.
