矿业权价款“异化”的主要表现:“异化”为国家资源收益;“异化”为矿产资源有偿使用;“异化”为地方政府“以矿生财”,经营或变相经营矿权;“异化”为政府“一口价”,或市场公开叫“价”。价款“异化”的主要影响:地方政府截留和挤占全民所有的资源权益,并使其造成隐性损失;抑制着矿业权有效需求;成为出资勘查者能动性发挥的严重障碍,制约着矿产勘查开采发展;严重影响着地方政府形象。消除价款“异化”的建议:进一步加强对地方政府相关人员矿业法律法规及相关政策的宣传教育;推进矿产资源税费改革,完善矿产资源补偿费收取标准;规范地方政府矿业权出让行为,防止经营或变相经营矿业权。

This paper introduces the main performances of alienation of the price of mineral property rights , such as national resource income;compensated utilization of mineral resources;making money dependence on the minerals by local government, and operating mining right in disguised form;ifxing price by the government, or open outcry in the market. And then it offers the main effects, these are:local government holds back and forcibly occupies recourses' equity owned by the whole people, and inhibit the effective demand of mining right. All of this has become serious impediment for capital contribution perambulator to exert fully, and restricted the mineral exploration mining development. As a result, the image of local government is affected seriously. In light of this, this paper proposes that we should further strengthen the propaganda education about mining laws and regulations and related policy of relevant personnel of local government. The mineral resources tax and fee reform must be promoted;and the collection standards of mineral resources compensation fee must be improved. In addition, we should regulate the behavior of local government on mining right transfer;and prevent operating mining right in disguised form.
