“协同创新”战略是新时期国家发展的新范式。它提出的背景是世界大科学的整体趋势和我国科技与经济“两张皮”现象的存在。系统科学理论尤其是系统论和协同学是“协同创新”战略的理论基础，“协同创新”战略的实施有利于提升国家自主创新能力。
