就目前我国GSM网络的发展趋势而言,由于GSM900M网络经历了长时间建设，其频率资源的约束与限制已经成为网络发展的瓶颈，在采用了一系列传统的容量扩充方式之后，GSM900M网络无线资源的供给仍然难以满足人们日益增长的通信需求。双频覆盖网络的出现对增加现有单频网络容量以及缓解全网通信压力起到了不可磨灭的重要作用，但是，如何做好双频网络的优化工作，使双频网络安全稳定的运行，为用户提供良好服务质量，从而实现可观的经济效益，就成为了现今网络优化人员工作的重中之重。
