临床实践教学作为医学教育的重要组成部分，具有规律的特殊性。我国对医学人才的培养所处的特殊历史发展时期，因涉及到相关法律建设存在的缺陷，临床实践教学常陷入必须进行却又可能违法的困境之中，由于其影响面广、影响程度深、法律风险大，对医学教育的发展造成了很大的负面影响，也损害了相关主体的权益。所以，从政策法规方面解决这方面的问题已是目前的形势所趋。
