为了准确评价煤矿工人安全能力状况，在人员安全能力定义相关研究的基础上，以煤矿生产一线作业人员为研究对象，探讨其安全能力的概念和内涵，并据此构建以基本素质、业务技能、意识状况、行为能力为准则层的矿工安全能力层次结构模型，针对矿工安全能力评价的模糊性和不确定性，建立了基于模糊层次分析的安全能力评价模型。最后以河南某煤矿4名矿工为例，采用上述评价模型量化分析其安全能力状况，结果与实际基本一致，从而验证了该模型的有效性和准确性。

In order to evaluate the coal mine workers'safety and production capabilities accurately , based on the definition of relevant research in the personnel security capabilities ,take miners in the coal mine production system as research object ,discuss the concept and the connotation of security capabilities ,then build miners security capabilities hierarchical model basing on basic quality ,professional quality ,state of consciousness ,incapacity of miners as the guidelines layer ,A security capabilities evaluation model is established based(fuzzy analytic hierarchy process ,FAHP)according to miners evaluation of the security capabilities of ambiguity and uncertainty .Finally ,use the evaluation model to analyze four miners selected in a coal mine of Henan .The assessment result conforms to actual situation ,so the effectiveness and accuracy of this model is proved .
