面对我国矿产资源供需矛盾突出、进口成本剧增、境外来源地集中等供应问题，提出构建境外重要矿产资源稳定供应机制的思路。认为重要矿产资源包括紧缺的大宗矿产、能源矿产、新材料战略矿产、效益矿产等；提出加强与周边国家合作、强化与非洲国家合作、深化与拉美国家合作、兼顾发达国家的重要区域布局。最后，对于如何推动稳定供应机制给出政府引导、地勘先行、企业跟进、金融推动和基础支撑等五方面建议。

There are a series of problems of mineral resources supply and demand in China ,such as high demand ,import costs ,centralized supply sources etc .,the article put forward building the important mineral resources overseas stable supply mechanism .Firstly ,it will be definite to the important mineral resources that the shortage of mineral ,energy mineral ,new strategic mineral ,benefits of mineral ,etc;Secondly ,it will strengthen cooperation with neighboring countries ,African countries ,Latin American countries and developed countries .Finally ,it will give the five advices on how to promote a steady supply mechanism these are the government guiding ,geological exploration ,enterprises following up ,financial and basic support etc ..
