目的:为了掌握桂林市各级妇幼保健机构基本情况和发展的现状,找出存在问题,为全市妇幼保健机构今后的发展规划和卫生行政部门的科学决策提供依据。方法:根据国家与自治区机构调查要求,组织辖区13家妇幼保健院进行本机构的机构调查,并及时录入到国家妇幼中心的全国妇幼保健机构监测信息网络直报系统,经各级数据审核通过后导出数据,对辖区妇幼保健机构的基本情况、人力资源、设备配置、服务运营情况等数据进行分析。结果:桂林市辖区13家妇幼保健院存在人员缺编1100人,人员素质偏低,群体保健人员严重不足,服务提供能力有限,县级妇幼保健院设备不足,妇幼保健机构工作经费紧张。结论:有关部门应根据市、县两级妇幼保健机构的功能定位,重新修订人员编制、加强妇幼保健人才队伍建设,建立稳定的妇幼保健机构补偿机制,落实妇幼保健机构人员经费、公共卫生服务经费,逐年增加投入,改善设备条件,保证妇幼保健机构可持续发展。
目的:為瞭掌握桂林市各級婦幼保健機構基本情況和髮展的現狀,找齣存在問題,為全市婦幼保健機構今後的髮展規劃和衛生行政部門的科學決策提供依據。方法:根據國傢與自治區機構調查要求,組織轄區13傢婦幼保健院進行本機構的機構調查,併及時錄入到國傢婦幼中心的全國婦幼保健機構鑑測信息網絡直報繫統,經各級數據審覈通過後導齣數據,對轄區婦幼保健機構的基本情況、人力資源、設備配置、服務運營情況等數據進行分析。結果:桂林市轄區13傢婦幼保健院存在人員缺編1100人,人員素質偏低,群體保健人員嚴重不足,服務提供能力有限,縣級婦幼保健院設備不足,婦幼保健機構工作經費緊張。結論:有關部門應根據市、縣兩級婦幼保健機構的功能定位,重新脩訂人員編製、加彊婦幼保健人纔隊伍建設,建立穩定的婦幼保健機構補償機製,落實婦幼保健機構人員經費、公共衛生服務經費,逐年增加投入,改善設備條件,保證婦幼保健機構可持續髮展。
목적:위료장악계림시각급부유보건궤구기본정황화발전적현상,조출존재문제,위전시부유보건궤구금후적발전규화화위생행정부문적과학결책제공의거。방법:근거국가여자치구궤구조사요구,조직할구13가부유보건원진행본궤구적궤구조사,병급시록입도국가부유중심적전국부유보건궤구감측신식망락직보계통,경각급수거심핵통과후도출수거,대할구부유보건궤구적기본정황、인력자원、설비배치、복무운영정황등수거진행분석。결과:계림시할구13가부유보건원존재인원결편1100인,인원소질편저,군체보건인원엄중불족,복무제공능력유한,현급부유보건원설비불족,부유보건궤구공작경비긴장。결론:유관부문응근거시、현량급부유보건궤구적공능정위,중신수정인원편제、가강부유보건인재대오건설,건립은정적부유보건궤구보상궤제,락실부유보건궤구인원경비、공공위생복무경비,축년증가투입,개선설비조건,보증부유보건궤구가지속발전。
Objective:To explore the current situation and development of all levels of maternity and child health institutions of Guilin,finding out problems,and providing scientific decision-making basis for maternal and child health care institutions in the city's future development plan. Method:According to the demands of the nation and the autonomous region organization investigation,13 maternity and child health care hospitals of the city district had been required to had a self organization investigation,which had been input to the monitoring network for information system of the national maternal and child health care institutions. The data had been exported after being checked at all levels,which analyses the general situation,the human resource and the device configuration of the 13 maternal and child health care hospitals of the city district. Result:Staff vacancies of 1100,low personnel quality,a serious lack of health care workers and the limited service abilities existed in the 13 maternity and child health care hospitals of the city district. Especially in the counties,the situation of money and device configuration was even worse. Conclusion:According to the function orientation of city-county,the two levels of maternity and child health care institutions,the relevant departments should revise staffing,strengthen the team construction of maternity and child health care personnel,establish the compensation mechanism of maternity and child health care institutions,implement the stable maternal and child health care institutions personnel funds,public health service funds,increase investment year by year,and improve working conditions ensure the sustainable development of maternity and child health care institutions.
