海洋行政规划下的生态补偿制度是实现海洋生态正义的制度载体。海洋行政规划是海洋生态补偿制度的顶层设计和政策框架，不仅为构建海洋生态补偿制度提供法定依据，更能引导和促进海洋生态补偿实践的展开。海洋行政规划下海洋生态补偿制度构建的具体路径应当分两步：首先在海洋总体规划中确立海洋生态补偿的制度框架；其次，在其他海洋行政规划中落实生态补偿的具体制度。
海洋行政規劃下的生態補償製度是實現海洋生態正義的製度載體。海洋行政規劃是海洋生態補償製度的頂層設計和政策框架，不僅為構建海洋生態補償製度提供法定依據，更能引導和促進海洋生態補償實踐的展開。海洋行政規劃下海洋生態補償製度構建的具體路徑應噹分兩步：首先在海洋總體規劃中確立海洋生態補償的製度框架；其次，在其他海洋行政規劃中落實生態補償的具體製度。

The marine ecological compensation system under marine administrative planning is a com-prehensive system to achieve marine ecological justice .Marine administrative planning is the top-level de-sign and policy framework of the marine ecological compensation system .It not only provides a statutory basis for the construction of marine ecological compensation system ,but also guides and promotes the ex-pansion of marine ecological compensation practices .The marine ecological compensation system under marine administrative planning should be constructed in two steps :first ,we should establish institutional framework of the marine ecological compensation by the overall marine plans ;secondly ,we should imple-ment the specific system of marine ecological compensation by other marine administration plans .
