在广东省对外贸易发展方式转型背景下，外贸英语技能型人才供给错位与失衡问题日趋严重。究其原因在于校企合作中存在利益不协同、功能不协同和资源不协同的制约。为此，政府应该简政放权，以行业协会为媒介构建校行企外贸英语技能型人才协同培养机制，以破除校企合作的利益壁垒，确保校企在人才供应链上的功能合理配置，促进校企资源的开放共享和互利交换，最终实现外贸英语技能型人才培养的社会化。

Under the background of the transformation in the development mode of international trade in Guang -dong ,the mismatch and imbalance in the supply of skilled talents of English for international trade tends to worsen , which results from the constraints of the discoordination of interests ,functions and resources in college -enterprise cooperation .In order to solve this problem ,the government should streamline administration and delegate power ,ren-dering the industry association a medium for constructing the college -association-enterprise coordinated cultiva-tion mechanism of skilled talents of English for international trade in hopes of eradicating the interest barriers in col -lege-enterprise cooperation ,ensuring the rational collocation of functions played by the college and the enterprise in the supply chains of talents , boosting the opening and sharing as well as mutually beneficial exchanges of re-sources of the college and the enterprise ,and ultimately,realizing the socialization of the cultivation of skilled talents of English for international trade .
