利用2003～2010年我国30个省份的面板数据，先用BCC模型分析地方政府环境治理的综合效率、技术效率和规模效率；然后，用Tobit模型对环境治理效率的影响因素进行实证分析。研究结果表明，地方政府环境治理效率较低，综合效率平均值仅为0.637，而且地区之间差异较大；财政分权和公众认知作为核心解释变量，均对地方环境治理效率有显著的负影响。最后，建议在完善财政分权体制下，进一步加强地方政府环境责任制，提高地方政府环境财政支出的技术效率；提高公众的受教育水平，建立经济-环境福利共享的收入增长机制，更好地发挥政府和公众在环境治理中的主动性。
이용2003～2010년아국30개성빈적면판수거，선용BCC모형분석지방정부배경치리적종합효솔、기술효솔화규모효솔；연후，용Tobit모형대배경치리효솔적영향인소진행실증분석。연구결과표명，지방정부배경치리효솔교저，종합효솔평균치부위0.637，이차지구지간차이교대；재정분권화공음인지작위핵심해석변량，균대지방배경치리효솔유현저적부영향。최후，건의재완선재정분권체제하，진일보가강지방정부배경책임제，제고지방정부배경재정지출적기술효솔；제고공음적수교육수평，건립경제-배경복리공향적수입증장궤제，경호지발휘정부화공음재배경치리중적주동성。
The local government ’ s environmental treatment efficiency , technical efficiency and scale efficiency are analyzed with DEA -BCC model in China’s 30 provinces in 2003 -2010 panel data, and then, the factors affectingthe efficiency with Tobit model are analyzed.The result shows that every local government’s efficiency isvery low,and the average in only 0.637,and there are large differences between provinces.Fiscal decentralizationand public awareness are the main core of the explanatory variables , and there were significant negative impact onthe efficiency of environmental treatment.At last some advice is given including improving the current system of fis -cal decentralization, and strengthening local government environmental accountability , improving the technical efficiencyof local government environmental fiscal expenditure ; and other advice is given including raising the level ofpublic education, establishing economic -environmental benefit sharing mechanisms for revenue growth , in order toplay better role of the government and public initiatives in environmental treatment .
