新疆与西北主网联网750 kV第二通道工程是国家电网公司“十二五”规划重点建设项目之一,涉及7站12线,是我国西北750 kV主网架的重要组成部分,也是新疆及西北地区煤电、风电及光伏的重要外送通道。工程在世界上形成首个由750 kV级母线磁控式可控高抗、线路阀控式可控高抗及66 kV级大容量SVC等新型柔性交流输电装置组成的FACTS设备群。工程系统调试研究解决了远距离弱电网新设备启动及电压控制策略、柴拉直流及新能源安全预控、新型FACTS设备系统调试及多目标网架安控策略等技术难题,圆满完成系统调试实施。该文介绍了工程系统调试概况,系统调试研究及调试方案的确定,以及现场调试的主要结果,为工程投产运行及后续工程建设提供参考。

ABSTRACT:The second 750 kV transmission channel project interconnecting Xinjiang Grid with northwest China main grid is one of the key construction projects of State Grid Corporation of China during China’s 12th Five Year Plan. This project, which relates to seven 750 kV substations and twelve 750 kV transmission lines, is an important constituent of 750 kV main network frame of Northwest China power grid and is also an important outward transmission channel of power generated by thermal plants, wind farms and photovoltaic generation stations located in Xinjiang and Northwest China. Through the implementation of this project, a new type of power electronic equipment group for flexible AC transmissions system (FACTS) composed of 750 kV bus-type magnetic-controlled shunt reactor, 750 kV line-type thyristor-controlled shut reactor, 66 kV high-capacity SVC and so on is formed and is the first FACTS equipment group in the world. The research on the system commissioning for this project solves such technical difficulties as the starting-up and voltage control strategy of new equipment located in long-distance weak power grid, the security pre-control of DC transmission system from Qaidam to Lhasa and new energy resources, systematic commissioning of new-type of FACTS equipment and multi-objective security control strategy for grid frame and so on, thus the system commissioning and implementation can be successfully completed. In this paper, the general situation of system commissioning for this project, the research on the system commissioning and the determination of commissioning scheme, main results of on-site commissioning are presented, and these contents are available for reference to putting this project into operation and for the construction of follow-up projects.
