科技创新决定经济结构调整的成败，而资本市场是科技创新的关键因素之一。目前，山东省资本市场还不能满足科技创新的资金需求，应从以下四个方面构建山东省多层次资本市场支持体系：一是完善种子基金和创业投资引导基金；二是鼓励发展风险投资和私募股权投资；三是加强场外交易市场建设；四是鼓励高科技企业场内市场融资。

scientific and technological innovation will determine the success or failure of economic structure adjustment, and capital marke market can not meet the aspects in Shandong: (1) t is one of the key factors of scientific and technological innovation. At present, Shandong capital demand of the scientific and technological innovation funds, so it should be constructed from four perfecting seed fund and guide funds; (2) encouraging venture capital and private equity investment; (3) strengthening the construction of local property market; (4) encouraging high-tech enterprises stock market financing.
