根据核电厂的特点,从安全文化四个形态层面——安全观念、安全制度、安全行为与安全物态出发,建立了38项安全文化评价指标,并应用层次分析法(AHP)和模糊数学理论,提出核电厂安全文化的模糊综合评价方法。该方法能较为准确地评价核电厂的安全文化水平,为核电厂营运单位确定安全文化建设战略目标提供有力依据。

Considering the traits of safety culture in nuclear plant, 38 safety culture assessment inde-xes are established from 4 aspects such as safety values, safety institution, safety behavior and safety sub-stances. Based on it, a comprehensive assessment method for nuclear power plant safety culture is con-structed by using AHP (Analytic Hierarchy Process) approach and fuzzy mathematics. The comprehensive assessment method has the quality of high precision and high operability, which can support the decision making of safety culture development.
