近年来,涉诉信访案件虽在数量上有所下降,但其总数仍旧居高不下,给法院系统带来了较大的压力;重复访、闹访及集体访等非正常访现象较为严重,不仅影响到社会稳定,还对司法产生了一定的损害。这些都使涉诉信访成为司法实践中的一个难题。文章通过全面调研宁波市两级法院的涉诉信访情况,指出了当前涉诉信访工作面临的困境,提出了相应的对策,为涉诉信访工作的顺利进行和维护社会稳定提供依据。

In recent years,although the cases of letter and petition involving lawsuit have dropped slightly in number,the total still remains at a higher level which brought the court system much pressure.The exist of serious abnormal letter and petition,such as repeated,collective and extreme letter and petition and so on,has affected present social stability.Besides,letter and petition involving lawsuit has caused certain violations on judiciary.All this has made letter and petition involving lawsuit become a difficult problem in judicial practice.With a comprehensive research of the lawsuit and letters and calls(LLC)of Ningbo,this paper introduced the status of letters and visits that involved in lawsuits in the grass-roots court and intermediate court in Ningbo.By analyzing the cases of letters and visits that involved in lawsuits in the grass-roots court and intermediate court,we found the motive reasons of LLC and the predicament which LLC encounter currently.What's more,we also concluded the corresponding strategy and solutions to provide some advice to solve the problem of the LLC.
