资源型城市的转型发展作为一个世界性城市经济发展的难题普遍存在。而目前国内外对资源型城市转型发展中政府职能转变和角色定位研究还不系统，笔者在以往资源型城市经济转型的研究基础上，利用可持缀发展理论和服务型政府理论对资源型城市转型发展的政府角色定位进行了分析，提出了资源型城市转型发展的角色定位理论。
자원형성시적전형발전작위일개세계성성시경제발전적난제보편존재。이목전국내외대자원형성시전형발전중정부직능전변화각색정위연구환불계통，필자재이왕자원형성시경제전형적연구기출상，이용가지철발전이론화복무형정부이론대자원형성시전형발전적정부각색정위진행료분석，제출료자원형성시전형발전적각색정위이론。
Abstract. It is a global problem how to achieve sustainable development during the city economic devel- opment process. This paper looks into various research materials domestically and internationally in relation to the transformation of resource-based cities, summarising, analysing and reviewing the role and function which the government plays in terms of its nature, development and changes during the process. Finally, The author, based on the sustainable development theory and service government theory, puts forward the theory of city government role for transformation.
