早在2001年,教育部颁布的《基础教育课程改革纲要（试行）》中就明确提出了＂积极开发并合理利用校内外各种课程资源。＂并且新全日制义务教育各学科课程标准中都设有＂课程资源的开发与利用＂一项。伴随着我国基础教育新课程改革的深入,课程资源再开发的重要性也愈发的凸显出来。
